The ocean is a calm clear beauty only for a short while. Storm clouds loom on the horizon, dark and massive beasts prowl quickly forward and growing size. The waves grow higher and higher over time, crashing violent upon rock, dock, and shore alike. One wrong slip, and the ocean may very will claim you for its own, war be damned.

The once bright and friendly tourist city and pier is on total lockdown. The businesses (curios shops, restaurants, and even games and rides) have closed their doors and barred them with wood. One of the hotels has been turned into the Capitol-soldier boarding and war room, a refuge for Peacekeepers in the new uprising.

Said Peacekeepers are struggling here, quicker to react due to the nature of the District's people. There is an overwhelming amount of rebels here, perhaps even the entirety of the District. Many of them, as comes from being a former career District, know how to fight, make traps, and generally outlast their opponents. Capitol soldiers will be stretched thin trying to help the Peacekeepers settle this District's ire. The people of District four want vengeance.

Everywhere beyond the tourist's city is rebel territory. Propoganda is rampant here. It's greatest control is the weather washing it away. Yet still words can be seen such as in the face of adversity; stand together! and TO BRAVERY! and Time's up, Capitol.

The war continues, and in the back of everyone's mind is a familiar phrase; may the odds be ever in your favor.

Haruto's getup was definitely a superhero costume. Hell, it veered dangerously in the direction of 'Power Ranger', if that was the kind of thing within Harley's world's frame of reference. At least the bullets didn't ping off of him with little exploding sparks and at least he didn't flail his arms wildly... what he did do was follow through with that driver-flip motion, swipe his hand over the flashing hand-shaped buckle at his waist, and then snap it outwards as the device called out "DEFEND, please!"

Up shot a wall of magical water and energy, tall and wide enough to cover the entrance to the warehouse, for there were others inside that might well get hit by the bullet fire. The shot weren't deflected, but they were slowed and halted and clattered to the ground harmlessly.

"Harley! Hey, hold on, it's me! Haruto!" Maybe... maybe she just didn't realize it was him. Maybe this was all just the chaos of battle. He hoped so much that it was, for if the Capitol had done to her what they'd done to Nitou...

Unfortunately Haruto's fears would be confirmed as she holstered a gun and produced a grenade. She only had a couple and they were mostly for her to distract people with but...well with a shield like that clearly Haruto's attention was most important.

Whipping the explosive in his direction she began to run in a wide arc that confused Harleen for a moment before she realized the plan. She was going to try and draw him away from the building so other soldiers could get at it. She wanted to warn him but in her fear she felt like she might swallow her tongue if she tried.

A grenade. She has a grenade. Grenades are no good. He'd probably be okay, but everyone else? No. So he does the first thing to come to mind, which is completely goddamn ridiculous. He leaps and does a magic-enhanced kickflip that proceeds to knock the thing clear away from anyone else and into the water instead. If questioned later, he'll say that he's a former-soccer-player-turned-wizard, and thus that was an entirely valid move.

He lands low and springs right off after Harley without even thinking that it's a trap and a distraction. He's worried for her, and he has a plan all his own. If he could help Nitou, then he could help her, too. He just has to catch her, and how hard can that be?
