The nearest to the Capitol in both relationship and location, District One is a sight to behold. Unlike the other districts where things are obviously poorer and dirtier, District One looks and feels like a smaller (and slightly cheaper) version of the Capitol. The architecture from the City Hall to the corner stores is Roman based and with the whole city built on the edge of a lake, it seems to glimmer when the sun hits it right. With half the goods to be found in One based on precious jewels and metals, the shops hold their own kind of glimmer in the windows.
This is the prime vacationing spot for wealthy Capitolites and the place looks the part.
Unlike in some areas, this may be the only place outside the Capitol where someone might suspect the war isn’t happening. The Capitol doesn’t want it’s citizens thinking there’s something to be concerned about and it’s clear in the way there doesn’t seem to be anything wrong at all, the only noticeable difference is the Peacekeepers. Previously laid back and generally unconcerned with their routes, are now more attentive, keeping watch for anything or anyone undesired.
Those soldiers from the Capitol will notice they receive plenty of smiles and hellos and general niceties one might expect from a district sitting in the palm of the Capitol. However, the real note that shows that perhaps not everything is as it seems on the surface is in the way the citizens look at the rebels. Although disguised, the people of District One know a Capitol tool when they see one and they know when they’re looking at someone who doesn’t fit that image. And yet, nothing comes of it. There’s a flash, a look of knowing in their faces, but they smile and give hellos to the rebels as well, as though they’re aware of what might be going on and simply refuse to lift a finger to change it.
And why should they? Luxury does not always buy compliance. Still, it would be wise to tread lightly no matter which side you’re on. Things aren't always as the seem. And it would seem there are many marks of both sides here. Goodness and Peace can be seen, sometimes with a question mark beside it. There are those who wear red wrist cuffs for Haruto and some with jade green dots under their eyes. There are bigger, bolder images of Quintus and Beck seen around. On one wall, a painting of Emily and Beck's hands together can be seen. A home-made banner on one house proclaims this is our home.
The war is starting, and in the back of everyone's mind is a familiar phrase; may the odds be ever in your favor.

He had friends, family, people he cared about, but in the face of losing Sam Wilson...how could he promise not to rip the world apart just to save the guy who held his heart? It wasn't a promise he could make. He could promise not to intentionally put himself in danger, though.
"I promise. We'll get through this."

Not that Sam could really do much stuck in the Capitol, other than the quiet little acts of defiance he's been doing, but still. Maybe Sam's practical enough to realize that doing anything other than laying low is stupid, even if it is frustrating - but he's not practical when it comes to the thought of losing Bucky.
Sam's pretty sure he's already made it pretty clear that he doesn't want a future without Bucky in it. But just in case...
He kisses Bucky after his boyfriend makes his own promise, slow and sweet, like they've got all the time in the world instead of just a little bit stolen in the middle of a golden city pretending it's not a battlefield. It's a promise, just as clear as if he'd spoken the words.
"I love you. There's nothing that's ever gonna change that."

His hand came up to trace Sam's features, already memorized after so many stolen touches and intimate moments. "I love you too, more than anything."
An image formed in his mind's eye, an image of quieter times, brighter and better. Hopeful. He knew the question he wanted to ask and he nearly buried it instead; it wasn't fair to ask this of Sam, especially with how things were. It was so incredibly selfish. But another part of him remembered the unasked question meant for Steve that had never made it out. 'After the Hunger Games, I'll ask him.' He wouldn't make that mistake twice.
"Sam, I know this isn't the time, but if they ever find a way to send the offworlders home, will you stay here with me? Please?"

He should say that he needs time to think about it. That he can't make a decision like that right now, when part of him wants to promise Bucky anything just so they can stay together, when he isn't sure if he'd just be agreeing because right now, he doesn't know if he believes they'll find a way back. That he has to think about his family, his team, his partner.
At the most he should say that he wants to spend the rest of his life with Bucky, he just can't make any promises where that'll be. He can't promise not to ask Bucky to come back with him instead.
What comes out of his mouth isn't any of that.
"I will if you marry me."

"I...Sam..."
He looked away, though didn't move. He shook his head and found Sam's eyes again.
"Ask me again later, okay? And, you don't have to promise me anything either, I know that's not fair...but I can't answer that with a clear head right now and you deserve better from me. I'm sorry." For not being able to answer, for putting him on the spot like that, for his crap timing and desperation not to loose the most important person to him. "But I do want you to ask me later."

It's not fair to either of them, and Sam knows that a little bit down the line, when he's got some distance from this, he's going to be pissed at himself. This isn't the way he'd wanted to do this, just like he hadn't wanted to blurt out that he loved Bucky after their first real battle. He'd done better with that than this, unfortunately.
"I'm glad you said it and not me."
But he leans in, curling his hand around the back of Bucky's neck to pull him in for a kiss.
"Ask me your question again later, too, all right? I said the only future I wanted is one with you in it, and I still mean that."

"I promise. Raincheck." He leaned in for another kiss and let it linger sweetly as long as he could. They couldn't stay any longer, this was still a war and they were in a warzone. When he pulled away it was to caress the side of Sam's face, worry back in Bucky's own. "I love you." He couldn 't ask Sam to stay safe, he already had and he knew Sam would try, but it din't stop him from wishing it all over again, so he chose the one thing that could probably convey his care and concern equally.

As far as he's concerned, the fact that they can both get caught up in impulsivity and the rush of battle and the thrill of seeing each other again but then come back from it, recheck things and still stay strong - that means more to him than if they'd both said yes. There's a reckless edge in both of them that Sam knows they'll never be able to get rid of; what matters most is how they handle coming back from it.
"I love you, too. And I'm coming back, all right? I promise. There's nothing that's gonna keep me from you."
He tugs Bucky in for another kiss, letting it get just a little bit possessive, before he reluctantly steps back and pulls his goggles back down over his eyes.
"See you soon, farm boy."

He did, he believed Sam meant that with all of his heart, Sam wasn't the type to say things he didn't mean, and it wasn't Sam's will Bucky questioned, just his ability to overcome the Capitol's own.
But there was nothing either of them could do about that right now, so he simply nodded and took the step back to allow Sam the clearance he needed.
"See you, sweetheart."
