An apprehended Peacekeeper has been forced into giving up the details of a plan. The Capitol might need District four, but of the District wants to fight against them, they are more than willing to strike a blow back.
An unmarked fishing vessel, almost indistinguishable from other rebel boats, hosts several large canisters of a poison that will go into the waters of four and wipe out the food and water supply for months to come. Anyone who drinks or eats contaminated food from the spill will find themselves racked with horrible fever and thus incapable of fighting. Anyone left wanting to survive would need to give up the fight against the Capitol.
But the rebellion now knows the boat; marked with red, only the color is slightly faded, meant to seem like a simple mistake, but the color's paleness is with purpose.
In a vessel of matching size, the rebellion will pull up alongside the other boat and storm it. The goal is to retrieve the poison canisters and get them safely into rebel hands. Any threats along the way should be either avoided or dispatched. These threats are, of course, the Capitol-Soldiers.
