What Peacekeeper forces are in town is not enough to combat the rebels who show up, so a call for help has been sent out to the Capitol, along with a warning about the main meat processing and packaging factory. That leaves about an hour and a half for the rebels to deliver what stirring speeches they can and hopefully rally the Districters into action. There’s enough people in the city to overwhelm Capitol forces and they already hold a hatred for the Capitol. If you can only push them into action and put a weapon in their hands, then you (and they) will have no problem taking back and holding the livestock district. You’ll just need a little charisma.

Those on the Capitol side will get the call about a disturbance in District 10 and they’ll go in expecting a small riot, not rebel forces. However, Capitol forces are always armed and ready, so the only question will be: are you facing a handful of cranky townsfolk or a small army of those rebel forces?
