In any other occasion, Ermac's power would've been horrifying but this was a war and sacrifices had to be made. Ellis didn't want to think about too much about how this would be seen by both the Districts and the Capitol, he had to make sure that every Peacekeeper that tried to harm them or the other rebels lose something in the process.
