So Thirteen was fumbling for a hold in the dark, unable to establish a clear chain of information. This unpredictability was a double-edged sword. It could prevent the Capitol from getting their hands on someone in the chain, but it also meant information might be lost, especially if it had to be passed on in person. By the next battle, it might be too late. Altaïr wished he'd been able or allowed to operate a messenger bird system, but then again, with the Capitol's mechanical eyes, those might be too easy to track. Worth looking into, but not a foolproof method.
