Emily's been watching from a distance, glancing over the people who are dragged from their homes and intervening in a small number of cases where she's certain that the citizens they drag out of their homes are loyal to the Capitol. She wishes she could do more, even as she sees the looks of venom that many of the people of Seven give her, for selling out, for becoming nothing more than a puppet of the Capitol. But she knows that keeping herself alive has to be the priority now.

When she sees the Peacekeepers starting on one of her own Tributes, however, she knows she can't let that go. She makes a b-line for them, pulling Ruffnut up by the arm and pushing the girl behind her, so that she's shielding her from the Peacekeepers with her own body.

"It's all right, Officers. I'll take it from here. I was this poor girl's Mentor back in the Games, and know how to deal with her."
