It's a small world if so, but Luna's also seen enough coincidences since her arrival in Panem that it almost wouldn't be unusual. It does sound like something Phil would do from what she knows of him - a week isn't a lot of time, but his kindness has already made a significant impression on her. And besides, how many Phils can there be that would go around trying to help people in the Arena? The likelihood of more than one isn't that high.
