It doesn't matter that the words were from a kid, they do resonate with him, sharing the same hope. If people listen, even for a moment, then it's more than what they had before. So many people are battered and bruised, left to start the arena injured and weak, that Steve is sure without speaking, far more people would have died. And at the hands of the Tributes. Too many were easy targets today.

The bow was almost entertaining after the hug and Steve moves to return it, but he's too late. The kid is gone before Steve can do or say anything really, other than to awkwardly return the wave.

Definitely strange.
